To create a new forum post, navigate Instructor ->My Courses->Right Click-> New Forum Post.
To view forum post go to, navigate Instructor -> My Courses-> Right Click->View Forum Post.
To open forum post, navigate Right click on My Courses ->View Forum Post->Right Click ->Open Forum Post.
